Add library name, pipeline tag and project page link

This PR adds the library_name for easy inference, ensures the model can be found using the text-generation pipeline tag, and adds the project page for this model.
Hi, thank you so much for the PR. But this repo contains the router model rather than the routing data. Maybe we should modify it for better clarity?
