Two futures Hans de Zwart, a gym teacher turned digital rights advocate, says that when he saw Amsterdam's plan to have an algorithm evaluate every welfare applicant in the city for potential fraud, he nearly stopped breathing. In a city with a reputation for progressive values, could introducing an AI-based welfare system embody the principles of inclusion and equality?
The plan is for the AI system to execute regular checks on individuals receiving social security benefits. Social welfare recipients must register their income, make a cashless payment in exchange for state benefits, and then await digitally calculated results. AI will calculate comparisons with tax and bank records.
Because the system is so new, it's unclear how well it will function and whether it will truly embody the principles of fairness and equality that it seeks to uphold. Some fear that the power of AI combined with the subjective nature of welfare decisions could lead to serious inequities in the system.
